Property right is a human right recognized in the Universal Declaration of Human Rights since 1948. Land tenure security is also one of the sustainable development goals adopted by the United Nations in September 2015. However, based on some estimates, more than three-quarters of humanity is still deprived of such security of tenure. Can we still talk about a universal right? Why is it so difficult to achieve?
